CLCOR ('atmo') interpolates zenith delay and rate, and clock delay and 
rate to the given CL time using the nearest value from the input file 
separately for each antenna.
If there is only one entry for the antenna then this entry is used.

The interpolated rates are not used to extrapolate in time (either one 
entry or more entries). Instead the rates used to correct the CL table 
rates (under control CLCORPRM(1))
