[daip] draft AIPSLetter for comments

Eric,

I modified the simulation task UVCON and put the new version in the 
system June 21.

You can find the change at $HIST/CHANGE.DOC  #11874 (the last one).

The letter text has three question marks (???) at page 3:
"has at least installed 31DEC05 and ??? appear......"
