The problem with a password solution is that the passwords have to be
generated in an automatic way somehow and be automatically
communicated to the data owners well before the observations begin.
At present, passwords are generated only as the data hit the archive
and are communicated to the user only by request to the analysts.
The proposed e2e system should be able to handle this issue although
immediate ToO situations will be a strain.  However, the one
programmer working on implementing the system has moved to ALMA, so no
one knows when the new system will be available.  The coding change in
AIPS is simple enough if there is a reliable data base of passwords
that FILLM could read.
