This would not be a solution I think
There are two different issues - getting data from the archive
disk file after the fact, and getting it from there (or the VLA)
running online-FILLM. For the first what John is doing is okay,
and the typical delay for PI's to get their data is a day. This
fine for most cases, but people who really want to get their hands
on the data quick will run online-FILLM. So I think it is indeed
(Eric's point) online-FILLM that needs change, not Johns process
First question - how many (outside) users are running/requested to
run online-FILLM - should we restrict the access and point most
people to the archive [note that many of them requested to do the
online thing before the archive was on disk][second note, I here
assume that this 'stealing' was done by a non-staff member - and
if wrong the staff member should be reprimanded of course]
Second, do we need the two [archive/online] passwords to be the same?
I think not, so if possible to program, we should follow Erics points
Anyway
