Actually, I think there is some mismatch at their side and maybe we 
need a small update in the TECOR help file. The files are there if you go 
directly to eg
ftp://cddisa.gsfc.nasa.gov/pub/gps/products/ionex/2005/069/

but I think you went (following TECOR.HLP) to cddisa.gsfc.nasa.gov, which
tells you it has moved to cddis.gsfc.nasa.gov (one 'a' less in the first)
and then if you follow the path it gets you to an non-updated 'mirror'.
maybe we should reformat the TECOR ftp instruction line to the one above
as I don't really know whom to tell - maybe a cc to Carey.E.Noll at nasa.gov
will do the trick
