Keith,

I tried with two non-NRAO sites and rsync worked at both.  You can try 
this simple rsync command and let's see what happens:

rsync -ruv ftp.aoc.nrao.edu::/31DEC05/SYSTEM .

If this fails, then the problem is likely on your end with a blocked 
router port, if it works, then try installing AIPS again.
