The data set has in fact 2 FQIDs if one runs prtab with XINC = 1
rather than 100.

But it does not have an FQID random parameter - a problem of DBCON not
creating one.

Work around is to set the freq tolerance high enough (30000 will do).
The "fix" to DBCON will be to die on this error and suggest a big
enough FQTOL if that is desired.  Note that the problem is the
bandwidth not the center frequency.
