While I had some blocks on ftp.CV.nrao.edu, as far as I know there are
no blocks on ftp.AOC.nrao.edu.  I double-checked by looking on urania
(=ftp.aoc.nrao.edu) at

               /opt/services/ftp/proftpd/etc/proftpd.conf

and I see that Stephan and/or KScott have commented out the "deny from"
stanza completely.

He said that the server "sistematically" closed the connection,
indicating that it may have opened it.  There is a 2-minute timeout on
inactivity, but that should be plenty of time to type in "bin", "hash",
"cd pub/software/aips/", and "get 31DEC04.tar.gz".

I checked the domain fis.cie.uem.es, and it only has MX records:

  fis.cie.uem.es. mail is handled by 20 mail.rediris.es.
  fis.cie.uem.es. mail is handled by 10 casper2.uem.es.
  fis.cie.uem.es. mail is handled by 15 sol.uem.es.

and these in turn are 130.206.1.2, 193.146.182.4, and 193.146.182.2.
There are no occurences of the string "193.146.182." or "130.206.1." in
the xferlog file, or the system /var/log/messages* or /var/log/secure*
log files, so I'm not sure he's even getting out of his own network.

We'd really need to know his IP address, and likely the exact time (UT)
at which he tries, before digging further than this.
