While looking at the spacecraft tracking data I thought it might be 
useful to set the reference frequency to the frequency of the spacecraft 
  signal.  REFREQ is a procedure written some time ago to shift 
reference frequencies.  The help file does not have any parameters for 
controling where the reference winds up.  I looked at the run file and 
found that there are values that seem to be used, but are not in the 
help file.  In fact, ASTROMET.HLP recommends using one of them.

The following variables in the run file are used, but not initialized. 
I presume that they either need to be initialized or put in the help 
file:  OFFSET   PIXVAL  and UNITS.
