[daip] aips binaries via ftp

Not even knowing what Tru64 is, we do not have binaries for it.  We
have a binary distribution, begun only recently for Linux (32-bit
RedHat 7.2 compiled but runs at least on RH 9), Solaris, and Mac
OS/X.  The FTP site has previously held binaries for the frozen
versions only of LInux and Solaris.
