What is failing is the "loopback"

You have not told me much about your machine.  Is it a laptop, is it
connected to the internet, what do you get on the command

/sbin/ifconfig -a

and what do you get on uname -a?

The script in the aipsmanager FAQ is by no means guaranteed to do what
it seems to do for us - at this deep a system level most systems are a
bit different.  Is your machine RedHat 9.0 Linux?

Set 

setenv DISPLAY hostname:0
xclock &

I expect that to fail also.
