[daip] Upgrade failure of AIPS (31DEC03 version)

Something went wrong earlier than this - PRINTENV is build from C in
$SYSLOCAL at an earlier stage and then should be in your $PATH.  Check
~/.AIPSRC file for references to 31DEC02 and references to the wrong
compiler etc
