[daip] 31dec99 --> 31dec03

Hi D-AIP,

We have recently installed 31DEC03 version of AIPS on our Sun machines.
We previously had 31dec99 and 31dec02 installed.  We have yet to make
data directories from these two previous versions accessible to the
latest version out of concern for data disaster due to incompatibility.
Is there any reason not to make these old directories accessible?
