I have asked the gurus around here about why you may have problems and
they have yet to reply.  You might try asking system managers at your
site if they have blocks for this sort of access.  A timeout only says
that no connection took place not who caused it.  Lots of sites are
accessing us every day.  We are up to about 470 IP addresses that have
accessed our cvs site this year.
