When TASAV makes a 1-pixel image it must re-adjust the reference pixel
for the selected BLC.  I suppose it could select BLC=1, in which case
the ref pixel would be off the "image" and unchanged.  Instead, it
sets BLC to the ref pixel - so the new ref pixel is (barring fractions
anyway) 1.  The CC file for example keeps all as Delta X from the ref
pixel - so it is only important to retain the coordinate value at the
ref pixel and the increments at the ref pixel.

N.B. SUBIM and all other sub-image selections also change the ref
pixel location.
