[daip] Strange PRTAN data in AL592 data set

This is because Ken Sowinski "moved" the VLA - a necessary operation
for Q band data that includes Pie Town.  FILLM has been changed to
correct the antenna positions back to the nominal values.  The MNJ
will fix it Monday.  The values in the AN table should not be used for
(i.e. in UVFIX).
