[daip] fitld adds a 1 to the filename and then can't find the file

FITLD begins by look for file 'XXX', and if it does not find it, it
then looks for file 'XXX1' since it may be a uv file broken into
pieces.  Only then does it report the error.  For some reason, the
area assigned to OUT was not where the files were.
