I have fixed the problem with IFs - in an attempt to avoid excess FG
commands only the first IF and.pol were examined in the ALLIF and
ALLPOL case.  Now all are examined until one is found.  The bug
applied only to ALLIF and ALLPOL in time-range and single-time modes
and to certain undo and re-do commands.

I will look at the averaging question later.

Are you sure you should be editing such noisy data in this fashion?
