[daip] problems compiling aips in Redhat 9

Please go to the aips web site 

         http://www.aoc.nrao.edu/aips

and follow the trail to patches for 31DEC02 and read them.  They need
to be installed BEFORE you run INSTEP4 on RedHat 9 systems.
