This is the error message that appears when gethostbyname fails.  It
suggests that you do not have the full networking installed in your
Linux installation.  Sometimes when you are not connected to a
network, parts of the networking are not functional and you cannot
network to yourself.  Try

aips tv=local

which uses unix sockets rather than internet ones.  See HELP aips
inside aips, man aips outside aips, or the CookBook chapter 2 for more
info on this command-line argument to aips.
