Correction: this bug does not go way back... not present in the 15APR98
version. I guess it was introduced by the re-writes mentioned in AIPS
letters of 1 April & 30 Dec 2000.

By the way: I much preferred the original convention that the centre
was specified by the pixel coordinate (e.g. as measured by MAXFIT) to
the new convention that it is an offset from the reference pixel...
that requires extra work for the user which is easy to screw up.
