[daip] buglet in UVPLT

There seems to be a small bug in UVPLT where it ignores whatever I put
in for QUAL.  For example, I have two observations of 1331+305 with
qualifiers 0 and 1.  But UVPLT plots all the data for both qualifiers
(and correctly labels the plot 'several sources') whether I select a
QUAL of 0, 1, or -1.  In this particular case I can select by
timerange, but I cannot do this for other sources in my program.  Any
ideas for getting around this?
