[daip] bug in CLCAL?

I have a phase referencing data set where the target source
is sandwiched between 2 calibrator sources:
cal1, target, cal2, target, cal1.  Now since the positions of the
calibrators are not accurate I can only use one calibrator for
the interpolation over the target.  There is approximately 7 minutes
between scans on the same calibrator so I wanted to use CUTTOFF in
CLCAL and see if it helps to interpolate over a shorter time range.
When I set CUTOFF=2 (i.e. 2 minutes, I've tried CUTOFF=3 as well),
it only interpolates for the few scans and flags most of the data
including whole antennas and IFs .  The solutions for the time
interval where this works do not seem to be closer together.  Am
I misunderstanding what CUTOFF is supposed to do?
