The file you want to touch is /home/aips/DATA/COSMO_1/SPACE, not
tmp/SPACE. Failure to create usually means taht you do not have write
privilege to a directory. But if the tmp directory did not exist in
the area where you were then this touch tmp/SPACE requires touch to
make a directory and then a file and that is not allowed.
