In SYSLOCAL/CCOPTS.SH replace the COMP definition with

  COMP="-v -c $OPT0 -I$INC -fns -fsimple=1 -xtarget=generic"
  COMP="$COMP -D_FILE_OFFSET_BITS=64"

Then 

  COMRPL $APLGEN/*.C $APLUNIX/*.C $APLBELL/*.C $APLSOL/*.C

and then run INSTEP4.


We ship this now as standard for SUL systems (and similar for Linux)
but we did not in 31DEC99.
