These are the important messages.  You must have write permission on 
the directory /usr/local/aips/DATA/RIGEL_1 and on the file 
/usr/local/aips/DATA/RIGEL_1/SPACE.  The latter file must exist with
user and group r/w permissions but it can be a null file (i.e. created
by touch).
