[daip] FITLD error

FITLD is failing to number the FQID's correctly for VLBA
project BD069A. There should be three (43119.27, 43119.96,
and 43128.11 MHz), but 12 are created in the FQ table. All
but the first two have non-zero FQID values in the FQ table.
Each frequency band has multiple FQID's assigned. This
occurred with generic FITLD parameters, other than
SOURCES='SPER','3C454.3','0609-157','0359+509', and
DOCONCAT=1.
