I discovered in CV that, although we carefully made a $INCLIN version
of PAPC.INC, we were not using it.  $SYSLOCAL/INCS.SH set $INCS to
$INC only.  I am rebuilding the CV Linux to use the 20 Mbyte AP in
that file.  I Know that the AOC is basically set up for 80 Mbyte APs
on Linux and SUL and 5 Mbyte on SOL.  I think that we should provide
INCS.SH that refer to the architecture INC file as well as $INC.
