[daip] Bug in DBCON affecting combination of UV datasets

A smarter version of DBCON has been putbck and will arrive at the AOC
in the early a.m.  It renumbers the 2nd file's FQ numbers as needed
and writes out a combined FQ table and renumbers things in the CL amd
FG tables.

I hope that aips++ does not really depend all that much on DBCON -
it has been problemtical and difficult in the general cases.
