[daip] FILLM weighting fixes

Eric,

I have just deposited changed versions of FILLM.HLP and FILLM.FOR into
my home directory on kochab.

The changes to FILLM.FOR are minor - essentially, I have replaced the
usage of Tsys by nominal sensitivity under the CPARM(2)=8 bit setting.

FILLM.HLP documentation has been changed and enlarged in places to reflect
this change.

In these versions of FILLM, modification of the weights is still not
the default as was discussed by you, Michael and myself.
