[daip] FRPLT and POSSM with SHIFT

Slava,

I have found and fixed the main bug at FRPLT which caused the failure
of FRPLT with nonzero SHIFT.

I have found a minor bug at both FRPLT and POSSM:

When the shift option is used the U,V,W is scaled for each frequency at the 
spectrum. This scaling has been wrong.
I do not think that this scaling error effects your result, but...

The corrected versions are both at 31DEC01(TST) and 31DEC00(NEW).

I still do not understand how you get the corrected version.

But you can try.
