[daip] 31DEC00 release

WE intend to have an actual release again of aips - dated 31DEC00.
There will be CDROMs available.  The mnj with 31DEC01 would still be
useful and normally does not require much internet bandwidth.  You
fetch transaction files and only a few changed source code files.
Sometimes - as in CookBook PostScript files, these are large, but they
usually are small.
