[Calendar] Calendar access web page update

Dear Calendar Schedulers

I have just made some changes to the format of the main
access web page for the NRAO-wide calendar, to take
advantage of the new NRAO web navigation style.

http://www.nrao.edu/internal/cal.shtml

now has a navigation menu down the left-hand side with
links to:

1) The individual site calendars, and their local
offshoots (e.g. colloquia, travelers, local university
calendars, etc.);

2) Reservation/change forms;

3) Contact information for calendar schedulers.

All of the information and other links previously on the
main page are still there, but you no longer have to
scroll down so far to reach them.

The lower level pages (reservations, site calendars,
etc.) now link back to the main page in a style that
should be easier to navigate.

None of this affects how WebEvent works, nor how the
schedulers will interface to it, but I'm mentioning it to
everyone in case users ask you questions about the
changes.

Any suggestions or problem reports will, of course, be
very welcome :)
