[Calendar] Vehicle reservation calendars in WebEvent

This is just a heads-up to all WebEvent calendar
administrators that a new set of WebEvent calendars has
been created to handle the vehicle reservation needs in
C'ville (CV staff and vehicles are at three separate
sites while construction goes on at Edgemont Road, and a
web-based calendar was requested so that staff at any CV
location can see the overall vehicle checkout status).

The CV vehicle reservation web pages and mailing list
will be kept completely independent of the NRAO room
reservation pages and of this mail list.  We do not have
an "Add Event" button on the vehicle calendars, so no
vehicle reservations requested by staff will appear in
the NRAO-wide event approval list.  The extra use of
WebEvent for CV vehicles will therefore interact very
little with the room reservation system.

You will, however, notice the vehicle calendar names in
some of WebEvent's pull-down menus.
