[Calendar] Change/Delete calendar web page added

Hi everyone ...

One thing we "learned by doing" this week is that we
do need a change/delete page for calendar reservations
to go alongside the "Add a Meeting" and "Add a Visitor"
pages on www.nrao.edu

I've just added a link on the main NRAO calendar
page that takes the user to a form where they enter their
name and email address, and then have a simple text box
into which to type a change/delete request.  This form
will send an email with their request to everyone on
calendar at nrao.edu.

If we need something more elaborate (e.g. to make sure
that change/delete requests coming to us this way are
unambiguous) we can add that later.  But this should
get us going as a way for people to request changes
from.directly from the web form.

Some folks are now using the ADD EVENT feature in
WebEvent to make their reservations, some are using the
web forms, many are just making reservations with you
directly like they always have. We'll need to see how
many prefer which way of doing things to pick out
what parts of the may need more attention a few weeks
from now.

I think the first week of live web calendaring has gone well
considering that this was a totally new approach for
almost all NRAO meeting organizers.
