[bananas] Patch of VLANT, new memo

VLANT has not worked correctly for EVLA data.  It has been fixed in 
31DEC11 as a patch (use a MNJ) and will be corrected tonight in 31DEC12.

A  new AIPS Memo 117 has been released.  It is a detailed description of 
the data written in FITS format by AIPS - primarily UV data but also 
images for completeness.  An appendix provides a good working summary of 
FITS as well including coordinates.

The memo is looooong.
