[bananas] FILLM patched again

The 31DEC07 version of FILLM was patched to perform the CPARM(4)
option (shadowing on length other than 25.0 or 0.0) correctly.
The VLA archive data has been marking the data incorrectly for shadowing 
since the conversion away from the ModComps.  Data from the C and D 
configurations will require using FILLM over again specifying e.g. 
CPARM(4)=25.1.
