[bananas] AIPS 15APR99 now available

As some of you no doubt noticed, I messed up with the latest release.  The
permissions on the 15APR99 directory were wrong (I had inadvertently made
it group-readable instead of world-readable!).  So if you saw this:

  ftp> get 15APR99.tar.gz
  200 PORT command successful.
  550 15APR99.tar.gz: Permission denied.

... please try again and accept my apologies.
