[bananas] 15APR99 AIPSLetter available; release imminent

The 15APR99 version of the AIPSLetter is now available.  It can be
retrieved from the world wide web at:

The printed version of the AIPSLetter is in press and will be distributed
soon.

I hope to have the 15APR99 version of AIPS ready very shortly (a few days
at most).  Only one round of install testing remains (CD-ROM) and that is
not expected to produce any problems.  My apologies for the delays thus
far in getting this version out.
