First two patches for 15OCT96

There are now two "patches" available for the 15OCT96 release of AIPS:

    *   If you use NIS/NIS+ ("yellow pages") to distribute the
        /etc/services map, and your NIS master is on a SunOS 5 system,
        none of the AIPS services (TV, tek and msg servers, remote tape)
        will work.  The changes with this patch fix that by converting all
        references in AIPS to internet services to lowercase.  This patch
        is not needed for other scenarios.

    *   Two minor fixes to INSTEP1: allow zero disks (valid if one uses
        .dadevs files) and remove flawed check on hostname/IP addresses
        for the TPHOSTS file.
