[asac] Charges for report at the November Board meeting

Dear Colleagues,

Here very belatedly is the new set of charges.  Also attached is a note 
explaining the various reviews that are going to take place in October 
and November.  The participation of ASAC members in two of those is 
covered.  I hope I have got that right.
