[asac] Charges and Outline of the Development Programme

Dear All,

Here are the charges that we need to work on over the next few months.

Also attached is some more material on the development plan.  This is 
just an outline at this stage, rather than a full write-up.  It is based 
on a presentation given to the Board at their November meeting and then 
updated to take account of the comments made then.

Clearly one of the things that we should plan to do on ASAC, in addition 
to the specific tasks set out in the charge, is to discuss the further 
stages and make suggestions as to how they might be refined.
