[asac] Charge 3: draft text for report

Hi, everyone,

I have tried to rewrite our material on charge 3 in a format that is more
suitable for our final report. The style may not be quite formal enough
all the way through, but it is a good step up from my previous summary. I
have also tried to take into account all the comments that I have received
so far.

I have tentatively revised the name "First Public Image (FPI)" to be 
"ALMA Public Image" (API), as some of the comments suggested that we might 
want to repeat these observations when ALMA has ~25 antennas. (Also, there 
can really only be one "first" public image!) If you object, or if you can 
come up with a better name for these publicity images, let me know.

I will be travelling between now and Sept 12 and may not always respond to 
email promptly.

P.S. Also, I am mildly worried that we will confuse the Board (and others)  
by dropping the term "demonstration science" and using only "Science
verification" plus "public images".  Breaking them into two separate
categories is clearly a good thing, it's the precise name of the "science"  
part that I'm wondering about. I can certainly live with these terms, I'm
just wondering if other people will be confused, that's all.
