[asac]summary of telecon

Dear ASAC members,

    for the sake specifically of the ASAC members who did not attend the 
telecon today I summarize our agreement for the charges.  Since they are 
more substantial than most of us anticipated, we thought it useful to 
work on them beforehand.  We therefore have assigned people to them, and 
will do the following:

    All ASAC members who feel they can contribute to a charge 
communicate this contribution to the assigned leaders.  The discussion 
leader will assemble the input, and send a short summary to the ASAC 
before the next telecon, on September 9.  We re-discuss the charges at 
the next telecon, and finally at the face-to-face meeting.  It is 
expected that the discussion leaders also take it upon themselves to 
contribute the section to the report.

    Here the assigned names:

1) Science criteria for tradeoff studies:  Ewine (Receivers), Jean 
(Baselines and Antennas)

2) Policies for joint projects, large proposals: Chris W., Leonardo, Diego

3) Help Science IPT defining the major science projects challenging for 
calibration: Chris C., Pierre

4) Objects for Demonstration Science:  Peter, Phil

5) Progress toward ScienceVerification etc. plan: Lee, John

    We already had an animated discussion about Charge 1.  I think the 
consensus was to describe the science loss any descoping would have, and 
not only to consider complete losses of capabilities, but also delaying 
or downsizing (e.g. getting only half of the receivers of a specific band).
