I am providing them to you directly. I am also attempting to distribute them to the entire ASAC via the NRAO alias (with which I have no experience); you may wish to ensure that all members have received this email. I would like to add two observations. 1. The Board's intention is to bring the timing of ASAC meetings into more appropriate phase with its face to face meetings, such that ASAC's written report will be available sufficiently in advance of Board meetings (say, about 1 month) that the Director has time to offer brief written reactions to the Board. The intent is to enable the Board at its meetings to take reasoned decisions based upon your thoughtful input. This time, because your September meeting is only ~5 weeks before the Board meeting in Chile, we are requesting your written report by 15 November, but would be delighted were you able to submit it prior to the Board meeting. 2. The charge includes a general statement (based upon language in the Bi Lateral Agreement) that we expect to remain stable in future charges, plus specific requests for the upcoming meeting. Some of the specific charges, particularly number 2 if you choose to address it, may require more time than is available for the next meeting, in which case a progress report would be appreciated. I believe your committee has a good sense of the high value to the project your timely responses on the other items will have. We remain very grateful for the carefully considered responses that ASAC is providing to the ALMA. Since they are more substantial than most of us anticipated, we thought it useful to work on them beforehand. We therefore have assigned people to them, and will do the following: All ASAC members who feel they can contribute to a charge communicate this contribution to the assigned leaders. The discussion leader will assemble the input, and send a short summary to the ASAC before the next telecon, on September 9. We re-discuss the charges at the next telecon, and finally at the face-to-face meeting. It is expected that the discussion leaders also take it upon themselves to contribute the section to the report. The peak EIRP of the radar beam is some 4.109 watts, which is sufficient to damage ALMA receivers on the ground if ALMA antennas and the orbiting radar ever look directly at each other. Although the likelihood of this happening is very small, ALMA does need to take some operational precautions to avoid receiver damage, and to flag data that will be contaminated by radar interference.
