[asac] A4 version of IWVM report

Dear Colleague,

Neal Evans brought to my attention that some of you in Europe may be having
difficulties printing out the report on the infrared water vapour monitor
because of difference in paper sizes. A version of the report that has been
formatted for A4 paper (which Neal processed and has successfully printed) is
available now at
