[alma-config] As-built coordinates of ALMA antenna stations

Folks:

Many of you were involved in designing the ALMA configuration.  The 
antenna pads are in place.  Some had to be moved slightly for various 
construction reasons.  However, the as-built locations are available.

Thanks for your help in establishing the ALMA antenna pad locations!  
One may visit http://vrfs.alma.cl/ to see which antennas are on which 
pads at any given time (provided they are recognized by the computer 
system).
