[alma-config] site campaign

Yesterday, Lars-Ake Nyman and I agreed to mount a site campaign at
Chajnantor for about two weeks starting April 23. This could be extended
depending on available personnel and the task list. Activities will
include:

 -- repair of NRAO interferometer
 -- configuration field survey
 -- radiosonde launches
 -- deployment of Inmarsat M4 terminal
 -- deployment of Vertex test panel
 -- remediation of safety hazards
