Adrian,

A small comment on your note.

I guess the cost of the fiber links will be dominated by the cost of the
trenches and conduits, not the fibers themselves. Then the fibers will
probably follow the power cables, sharing the same trench (to the extent
permitted by electrical codes, etc.). Moreover, both power and
communication cables will likely follow the roads much of the time.
Hence the fibers will fall (mostly) in the incremental category along
with the roads and power cable.
