[alma-config] new masks

all,

i have constructed the new topographic masks.  they are in
the same place as the old ones on the web:
http://www.nrao.edu/~bbutler/work/alma/configurations/

the shadowing was done as follows: if a location is shadowed
by 25 deg in any direction, then it is masked.  if it is shadowed
by 15 deg "to the north" (defined as within 30 deg of true north)
then it is masked.

the jama road has been masked, presuming that the norandino
gas pipeline runs along it (so within 400 m of the road).
thank you to seiichi sakamoto for providing road coordinates.
the gas atacama pipeline has been masked with the appropriate
measured coordinates from when we were there in november1999.

5 and 10 deg. masks are there.

let me know if these will be OK.

i'll be putting more stuff in that web location (the separate
shadowing, slope, and pipeline masks, and a full slope FITS
file [with true slopes in it instead of just a mask]), but
i'm not sure that i'll be able to get to that part of it
before i leave on vacation later today (gone for a week).
